MEWP Safety: How to Work at Height Without Falling

Quick answer: Mobile elevated work platforms (MEWPs) lift workers to reach elevated tasks safely. Mobile elevated work platforms changed how crews reach high places. Instead of stacking ladders or building scaffolds for every job, a worker can step onto a platform, raise it smoothly, and get to work dozens of feet in the air. Scissor lifts, boom lifts, and other MEWPs show up on construction sites, in warehouses, and across maintenance operations every day.


That convenience carries real risk. The Bureau of Labor Statistics and industry research link aerial lifts to roughly 26 worker deaths each year, with falls, tip-overs, and electrocutions leading the list. Many of those incidents come from causes a good safety program would catch—an untrained operator, a skipped inspection, or a platform raised on soft ground.


The good news is that MEWP accidents are largely preventable. With proper training, daily inspections, and disciplined operating habits, these machines stay both productive and safe. This guide walks through the main types of MEWPs, the hazards they carry, the inspection and operating practices that matter most, and what the ANSI A92 standards and OSHA require.


What is a MEWP and what are the main types?


A mobile elevated work platform is any machine designed to lift people—and their tools—to a raised work position and hold them there safely. The term MEWP replaced older labels like "aerial work platform" when the ANSI A92 standards updated in 2018 to align with international rules.


MEWPs fall into two broad groups under ANSI:


  • Group A, where the platform stays within the tipping lines of the base. Vertical scissor lifts and vertical personnel lifts fit here.

  • Group B, where the platform can extend beyond the tipping lines of the base. Boom lifts and articulating lifts belong in this group.


Within those groups, the machines you'll see most often include:


  • Scissor lifts, which raise straight up on a folding brace for elevated but stationary work

  • Boom lifts (telescopic), which extend out and up in a straight line to reach across obstacles

  • Articulating boom lifts, which bend at joints to reach up and over barriers

  • Vertical mast lifts, compact machines for indoor jobs in tight spaces


Each type behaves differently and carries its own risks. A scissor lift on a warehouse floor and an articulating boom lift over an assembly line demand operators who understand the specific machine in front of them.


What are the biggest hazards of MEWPs?


The height, weight, and mobility of these machines create dangers that don't exist with ground-level work. A single mistake can turn fatal in seconds.


The most common MEWP hazards include:


  • Falls from the platform, often when a worker leans over the rail, climbs on it, or skips their harness on a boom lift

  • Tip-overs, triggered by uneven ground, exceeding the reach or load limit, or raising the platform in high wind

  • Electrocution, when a boom or platform contacts overhead power lines

  • Caught-between and crushing injuries, when a worker is pinned between the platform and a fixed object overhead

  • Struck-by incidents, from falling tools or from the moving machine itself

  • Collapse or mechanical failure, from poor maintenance or an ignored fault


Falls and tip-overs cause the largest share of MEWP fatalities. That's why fall protection, ground assessment, and respecting the machine's limits sit at the heart of every good safety program.


How do you inspect a MEWP before use?


OSHA and the ANSI A92 standards require operators to inspect a MEWP before each work shift. This pre-operation check catches faults before the platform ever leaves the ground.


A complete inspection has two parts. Start with a visual and functional check while the machine is off:


  1. Tires, tracks, and wheels for damage, wear, or low pressure

  2. Hydraulic system for leaks, damaged hoses, or low fluid

  3. Platform, rails, and gate for cracks, bends, or missing parts

  4. Fall protection anchor points for damage or corrosion

  5. Decals and the capacity/load rating plate for legibility

  6. Emergency lowering controls for accessibility and function


Then run an operational check in a clear area:


  1. Upper and lower (ground) controls, including the emergency stop

  2. Drive, steering, and braking for smooth, responsive control

  3. Lift, lower, and extension functions through their full range

  4. Tilt alarms, motion alarms, and horn

  5. Guardrails and gate latch for secure closing


If a MEWP fails any part of the inspection, tag it, take it out of service, and report it. Operating a machine you know is faulty breaks OSHA rules and puts a life on the line.


What training do MEWP operators need?


No one should operate a MEWP without proper training. OSHA and ANSI A92 require that operators be trained, evaluated, and authorized for the specific type and model of machine they'll use before working on their own.


Training combines three parts: formal instruction, hands-on practice, and a workplace evaluation. The ANSI A92 standards also introduced clear roles beyond the operator. A supervisor must understand how to select the right MEWP and oversee the work, and occupants on the platform must know basic safe-use rules. Employers are required to develop a safe-use program and a rescue plan for each site.


Retraining isn't optional. Operators need re-evaluation when they're observed working unsafely, involved in an accident, assigned to a different type of MEWP, or when workplace conditions change. A sign-off on a scissor lift does not qualify someone to run a boom lift.


What are the golden rules for operating a MEWP safely?


Safe operation comes down to habits that become second nature with practice. These rules apply across nearly every type of MEWP.


Follow these every time you operate:


  • Assess the ground first. Check for holes, drop-offs, slopes, and soft or unstable surfaces before you set up.

  • Look up before you lift. Scan for power lines, beams, and other overhead obstructions, and keep a safe clearance from electrical sources.

  • Use fall protection correctly. On boom lifts, wear a full-body harness with a lanyard attached to the manufacturer's anchor point. Follow the machine's requirements for scissor lifts.

  • Respect load and reach limits. Never exceed the platform's rated capacity, and account for tools and materials.

  • Keep both feet on the platform floor. Never stand on the rails, a ladder, or a box to gain extra height.

  • Watch the weather. Don't operate outdoors in high wind, storms, or gusts beyond the machine's rated limit.

  • Keep the gate closed and secured whenever the platform is occupied.

  • Move at a safe speed and lower the platform before traveling any real distance.


One rule stands above the rest: never override or bypass a safety device. Tilt alarms, motion cutoffs, and interlocks exist because someone learned the hard way what happens without them.


How do you keep people safe on the ground around MEWPs?


The danger of a MEWP isn't limited to the platform. Workers below face struck-by risks from dropped tools and crushing hazards from the moving machine.


Strong ground safety uses several layers of protection. Barricade the work zone to keep pedestrians clear of the machine's swing radius and the area directly below the platform. Use tool lanyards and toe boards to stop objects from falling. Post a spotter in busy areas to guide the operator and warn nearby workers. Require hard hats for anyone near an active lift, and make sure everyone on site—not just the operator—understands the traffic pattern and knows to stay alert.


What do ANSI A92 and OSHA require for MEWPs?


MEWP safety is governed by two overlapping systems. The ANSI A92 suite (updated in 2018 and now standard practice) sets the design, safe-use, and training rules for the machines. OSHA enforces worker safety through 29 CFR 1926.453 for construction aerial lifts and the general duty clause, and it recognizes ANSI A92 as the accepted industry practice.


In practice, MEWP compliance means:


  • Training and authorizing every operator for each type of machine they use

  • Developing a safe-use program and a rescue plan for the worksite

  • Inspecting machines before each shift and removing unsafe ones from service

  • Providing and requiring fall protection appropriate to the machine

  • Maintaining equipment according to manufacturer specifications

  • Respecting load, reach, and wind limits, and never modifying a machine without manufacturer approval


Employers who meet these standards protect their people and avoid the citations, claims, and downtime that follow a serious incident. A single MEWP fatality costs far more than years of proper training ever would.
